Yes, you can force password expiration from administration. Go to Admin Panel > Users > Users and search for the user or users whose passwords you want to expire.

You can do this one by one, using the corresponding option in the contextual menu, or several at once, by checking their boxes and clicking Expire Password in the buttons at the top of the table.
