Yes, it is possible to configure password complexity from Admin Panel > Security > Password Settings.

Remember that this setting only affects internal account passwords.

• Enter the minimum number of characters the password must have. Blackboard does not allow this number to be less than 8.
• Select Enable for each element you want to add to the password: lowercase, uppercase, numbers, and special characters.
• Then choose whether you want to enable the maximum and minimum password age and enter the corresponding values. 
• Select whether passwords can be reused. If you enable that they cannot be reused, select how many.
• Finally, enable whether you want to prevent the use of breached passwords.

Our recommendation is to enable at least some of these measures so that passwords have a certain level of complexity and length.
