If you use observers and want them to be able to view the content of the courses in which their "observees" are enrolled, you will need to enable it.

Go to Admin Panel > Tools and Utilities > Tools and locate Content Area. Check the boxes for Available to Observers to allow them access to the course content.

Click Submit to save.

From this moment on, observers will be able to view the course content.
