The list of languages that users can choose from is easily modifiable, as well as the default language setting in Admin Panel > Tools and Utilities > Language Packs.

Find the language you want to activate in the list, and open the context menu. Click Manage. Mark the language as available and save.

If you want that language to be the server's default language, check the corresponding box.
